Selida
A simple, WYSIWYG and split-screen editor. Some quirks though. For example, if you open a template, you must use "File" > "Save as..." to a new file location/name. The template folder is locked, so Selida will crash if you don't. Other than that, it's a great learning tool, and a servicable editor.
ease of use **** (reasonably good WYSIWYG)
ease of learning **** (simple menu and format controls)
templates * (not very useful, and not good designs)
power ** (not drag-and-drop)
publishing *** (external FTP)
price: free
quirks **** (creates 3 files in the project (working) folder -- only one is the actual webpage to use)
overall *** (fairly simple to learn, good to get started with)
